Frequently Asked Questions
When will my space be ready to accept the delivery of my new home, and what steps are being taken to ensure that this happens as soon as possible? A great deal of progress has been made on Oakridge’s infrastructure in the last few weeks. Many spaces are already prepared for new homes and more are being finished each day. This progress has resulted in some very positive and exciting milestones: over 50 new home submittal packages have been sent to us for approval to date, about half of those have already received approval, and the first few new homes (not counting the display models) have already been delivered. Updated 7/27/09 What steps must be taken in order to bring a new home into Oakridge? It’s important that every resident intending to bring a new home into Oakridge know the steps that must be taken to progress in an orderly and timely fashion from the submittal of plans to occupancy of the home. Other documents on this website have detailed explanations of various parts of the process, including postings from LADWP that address how their work falls into the process, supporting documents regarding the submittal for new home approval, and information on clearing and re-grading lots. Please refer to these documents along with the following summary of important milestones, and ensure that your home dealer is also well aware of what’s required:
1. Service conduit, electrical pedestal and
service cable installed (please refer to LADWP’s most recent posting
on this website for a current schedule of electrical 2. New-home package submitted for park approval by dealer per submittal guidelines. 3. Home approved prior to ordering from factory (2 and 3 can occur prior to 1 being finished). 4. Home ordered by dealer. 5. Lot cleared, re-graded, staked and finished with class 2 base. 6. Estimated delivery date and HCD permit to park office at least 10 days prior to delivery. 7. $1,000 construction deposit and $60 for water pressure regulator (separate checks, from dealer or homeowner) to the park office prior to delivery of home. 8. Deliveries accepted only between 7 a.m. and 5 p.m. Monday – Saturday. 9. Make applications for service to utility companies (LADWP, The Gas Co., Verizon, Time Warner). 10. Home setup, accessory construction and HCD inspection(s). 11. HCD releases home and pedestal and informs LADWP that home is ready for service. 12. LADWP releases meter. Updated 7/27/09 Can someone who has not lived in Oakridge before secure a vacant space within the park? Yes. Now that existing residents have had the chance to change spaces if they wish, we are opening up the opportunity to others interested in bringing a new home into this great community. There are a number of available spaces throughout the park, all of which can accommodate many different sizes and styles of manufactured homes. Unfortunately, construction is an imperfect process and inconveniences tend to come with the territory, and Oakridge residents have had more than their share of these inconveniences. Recently, LADWP’s trenching work has resulted in some damaged water mains and a number of water-service interruptions despite the implementation of common best practices for this kind of project. Faced with these difficulties, they’ve worked very hard to coordinate with Oakridge management and others to implement new procedures that will hopefully prevent any more interruptions in the future. Additional personnel have been assigned to the project to provide another layer of checks and balances; a plumber equipped with all the proper tools and materials has been assigned to the project during all excavation activity in order to quickly handle any line breakages; and park management has worked closely with DWP on water isolation procedures in order to avoid any more park-wide shutdowns. DWP and Oakridge understand how these inconveniences can impact the lives of residents, and are in constant contact with each other and all other utility companies in order to minimize the chances of any further interruptions and to get the job done as quickly as possible. Updated 7/27/09 When will the new Oakridge Community Center be built? Plans for the Community Center are currently in plan check at HCD. The turnaround for this is somewhat unknown, though we’re hopeful that we’ll get them back with comments soon. We have completed the bidding process and have selected the general contractor, so once we have approvals we can hit the ground running. The contractor estimates that the project will take approximately 200 days from start to finish. Updated 7/27/09 Will Residents be required to purchase their new homes from Oakridge or its affiliates? No. Residents may purchase a home from any licensed dealer they choose. Please keep in mind that any home and/or garage to be sited at Oakridge must comply with the community’s Architectural Requirements, as has always been the case. A copy of these requirements can be obtained at the park temporary office or on this website. Updated 1/29/09
When will rent begin to be due and payable again? Residents with homes that were saved will begin paying space rent on July 1st, 2009. They will pay the same amount as before the fire, less $80. They will resume paying the full amount starting the first month that follows the opening of the new Community Center. Residents bringing new homes onsite will begin paying space rent, less the $80 as described above, beginning 20 days after the delivery of their home, or on November 1st, 2009, whichever comes first. This date will also apply to anyone who has retained their space but has yet to decide when or if they will be returning. Updated 5/30/09 My lease burned in the fire. Does the park have copies? Unfortunately, the park’s files were lost in the fire. We do, however, have all the relevant information as to the terms of your lease in our database. These terms will remain the same when you move back to Oakridge, and we will have you execute a new lease that reflects this before you move back in. Updated 12/4/08 Is the park secure during demolition and reconstruction? The perimeter of the park has been fenced off, and security is in place at the guard shack and patrolling the streets 24 hours a day. We cannot guarantee complete security, but these precautions are the best defense against those who don’t belong in the park. Updated 12/4/08 How will older homes be affected by new codes? Oakridge will allow all surviving homes to remain in place, but all new homes brought in will have to meet the most current standards set by HCD. Updated 12/4/08 How is payment being handled for the removal of concrete and masonry, and for the re-grading of spaces? Now that the City has finished the removal of hazardous debris, and we’re progressing with the removal of concrete and masonry and the re-grading of spaces, questions have come up about the payment of this second phase of cleanup. Some residents are asking why they have to pay for this and not the park. When the community was built, Oakridge brought the spaces to rough grade in preparation for the delivery of new homes, per State of California code and inspection. As the homes were set, residents and their dealers were responsible for the construction of all driveways, garages, walkways, garden walls, porches, fences and walls separating spaces, etc. based on the residents’ desires and the layout of their homes on their spaces. As such, these items have always been the responsibility of the residents. As explained in a recent posting on this website, we have made arrangements with a company who can remove all of this material, bring spaces back to original grade (including hauling, placing and compacting the earth needed), and place the required class II base on the footprint of the home for $2,835. This is a very good price considering the work involved and their knowledge, equipment and ability to do the job properly, and we strongly suggest that residents use this company (C.L. Kip Construction Services). Please see the recent postings on this website for more details. We also suggest that you speak to your dealer about how this cost might be included in the price of your new home. Finally, if you decide to use C.L. Kip Construction Services and feel that you have some material onsite that could be saved, please call Chris Kip directly at 661-810-6250. In general, it’s very difficult to save anything because of the work that must be done on each space by the graders and DWP’s trenching activity, but Chris will take your requests into consideration for his portion of the project. Updated 5/30/09 If we decide to use someone other than C.L. Kip Construction for the removal of concrete and masonry and the re-grading of our space, what is expected of us and of our contractor? We are asking that residents bring a copy of their contractor’s license, liability and worker’s compensation insurance to the office. As we’ve already had problems with contractors lacking the proper knowledge of grading and compaction, we’re now requiring anyone doing this work to have an A license (General Engineering Contractor) in addition to the proper insurance. This is for the protection of Oakridge and the residents, as an improperly graded space will have many problems down the road with drainage and settling. We are also asking that anyone doing this work check in with our Superintendant, Frank Navarro, and/or Chris Kip of C.L. Kip Construction Services prior to beginning work so that they may point out any site-specific issues that may not be known by the contractor.
